I assume that with "hovers" you mean rovers, in which case the answer is yes: MRO should be able to spot both Opportunity and Spirit when given the chance, and there's nothing preventing it from being used as a communication relay between the rovers and Earth. In fact, the rovers have been using the older Mars Odyssey satellite as a relay before and one of the primary objectives of MRO is indeed to act as a relay for current and future missions; forming a major part of the "interplanetary network" which NASA plans to extend with every future operation. That’s one of the reasons it represents the beginning of the next generation for Mars exploration, a generation that could eventually culminate in the first human touchdown, hopefully by some 20-30 years from now.

And here we go, MRO has spotted Opportunity at the rim of Victoria Crater, which the rover reached last week.

The image will now be used for mission planning as the rover prepares for what might be its final mission: exploration of Victoria.

It is in fact not the final mission, it is the "primary objective" of the entire mission... But I am sure that as soon as they finish it, they will find another objective

I don't know if you have visited recently the MRO site for new photos. These are from Opportunity's landing site:

The first picture is of the same object than the second, but as seen from orbit:
(the second, of course, was taken by the rover itself, shorty after landing)

Have a look at Mars in astounding detail. Or look at the microbes on the pimples of the Cydonia Face, if you wish. It should give an idea of the enhanced resolution of the MRO camera, compared to <a href=http://en.wikipedia.org/wiki/Face_on_Mars>previous images.
