Well, you'll need Borland C compiler, version 3.1 for DOS, and then.. err.... Well, honestly, I can't even remember; it's been such an awful long time ago.. :/
If you want to compile Noctis IV CE, though (and accept the buggyness), you can either:
1- Try to compile it for DOS
get borland C compiler, v3.1 for dos and put it in c:\bc.3, then put NICE in c:\noctis and its source in c:\noctis\source, and then run the compile .bat files that are in the source folder.
2 - Try to compile it for WINDOWS
get Digital Mars C/C++ compiler (free!) from http://www.digitalmars.com/download/dmcpp.html
put it in c:\dm (so that you get c:\dm\bin\...), then put NICE in c:\noctis and its source in c:\noctis\source, and then run the compile .bat file intended for compiling the Windows version of NICE (shoudn't be hard to find out which)...
I'm sorry I can't be of any further assistance with compiling, though, but feel free to drop on IRC so that we can figure out what's wrong and how we can get the thing to compile on your PC...
