Yep, that's my worst problem with it: it seems you're never alone, never looking at something that you can reasonably assume nobody else ever looked at. Of course no real player eye might have seen that, but the presence of NPCs everywhere kind of spoils the whole concept of exploring an uncharted galaxy. Why... it looks pretty much charted and inhabited.
